Photoshop doesn't have a great brush engine compared to some other options like Corel Painter and Paintstorm, but it has excellent manipulation tools which make correcting and adjusting paintings on the fly really easy to do. In my opinion it depends what kind of art you want to make, which program is best, but ultimately you can make good art in just about any program (even in GIMP, which what the fuck?).
